EPA spokesman Nick Butterfield said the fee was proposed for farms with livestock operations that emit more than 100 tons of carbon emissions in a year and fall under federal Clean Air Act provisions.

On 12/12 the normal temp is a high of 58 and the high was 65, +7 degrees and reported at +7.
On 12/19 the normal temp is a high of 57 and the high was 44, 13 degrees below normal BUT it is reported as -7 degrees below normal!
