Gridlock eases in many metro areas

Traffic congestion dropped 30% last year from 2010 in the USA's 100 largest metropolitan areas, driven largely by higher gas prices and a spotty economic recovery, according to a new study by a Washington-state firm that tracks traffic flows.

That was the largest drop since the nation plunged into recession in December 2007.

Of the 100 most populous metro areas, 70 saw declines in traffic congestion while just 30 had increases, says Jim Bak, co-author of the 2011 U.S. Traffic Scorecard for Kirkland, Wash.-based INRIX.

"We're experiencing a stop-and-go economy right now," Bak says. "The data indicate the country may be experiencing the jobless recovery economists warned of during the recession."

Panetta warns both parties on defense budget cuts

Defense Secretary Leon Panetta said in an interview broadcast Sunday that looming cuts to the defense budget would be “disastrous” for national security and urged Republicans and Democrats to work together to avoid a budget showdown.

Panetta also said that the United States would have an enduring presence in Afghanistan after 2014, when there will be a major troop drawdown. He pushed back against reports that the Taliban is gaining strength.

Mayor Michael Bloomberg may think he's helping to curb obesity in New York City -- where it has doubled among adults since 1997 -- with his new proposal to ban sugary drinks over 16 ounces. In actuality all he is doing is providing fodder for conservatives who have long warned against government encroachment in the healthcare arena.

Earlier this week, the U.S. offered a total of $33 million through the State Department's Rewards for Justice program for information leading to the capture of seven different Shabaab leaders, including Khalaf.

The U.S. offered $7 million for founder and commander Ahmed Abdi Aw-Mohamed, AKA Godane or Mukhtar Abu Zubeir, five million for Khalaf and three other men, and $3 million apiece for two other leaders.

Sen. Paul proposes bill protecting Americans from drone surveillance

Sen. Rand Paul (R-Ky.) on Tuesday introduced the Preserving Freedom from Unwarranted Surveillance Act, which would require the government to get a warrant before using aerial drones to surveil U.S. citizens.

More broadly, Paul's bill is aimed at preventing "unwarranted governmental intrusion" through the use of drones, according to the lawmaker.

Some Democrats have said the use of drones to disrupt terrorist networks is hurting America's image overseas.

Chavez reveals Venezuela has built first drone

President Hugo Chavez has revealed that Venezuela has made its first drone in partnership with Iran, Russia and China, and said Caracas plans to start exporting it soon.

"It is one of the three planes that we have manufactured here, and we are continuing to make them... not just for military use, (as) much of its equipment is for civilian use," Chavez said Wednesday during a meeting with top military and defense officials.

The drones were developed in cooperation with "Russia, China, Iran and other allied countries," he said in remarks broadcast on radio and television.

The Supreme Constitutional Court found that all articles making up the law that regulated parliamentary elections are invalid, said Showee Elsayed, a constitutional lawyer

The ruling means that parliament must be dissolved, state TV reported.
