Finally had time to get the data into an excel spreadsheet so that I could look at it.

Block Learn Cell is between 0-9, mostly around 5 and Block Learn Multiplier is steady at 126.

This OBD1 program does not give me any fuel trim numbers. It does show the slow rich/lean flag as lean. It does not change. The rich/lean flag cycles between rich and lean, with more leans than riches.

Looks like Brian is correct in that it is lean not rich.

Try propane enrichment to see if it will make it idle good.

Never tried that. Can you just take a torch and use it like you would starting fluid, open the valve on the bottle and hold it around the vacuum lines and intake gaskets to see if the motor smooths out.
