While I agree with the premise of everything you just said....some of your numbers are off. 6.25% I believe is the sales tax....plus, if a muni adds some locally, that would be additional. But 6.25 is what it is here.
There is no state personal property tax for individuals, and as of a few years ago there wasn't for corps either. And I'm pretty sure that has not changed. Again, local taxing bodies get their revenue from property taxes, and that can run the gammut. That is not specific to corps, but rather every real estate property owner. There is a state income tax that did recently go up due to our state not having a clue how to regulate its own spending. Instead of paying bills with that increase, every cent went to fufilling pension increases from what I understand. The state is way behind on all of its bills. It's all about Chicago if you live in Illinois. All decisions are based on what is right for Chicago, and the rest of the state gets to live with it. Chicago is a Union town and a democrat town. As far as public workers pay: Locally it is in line with the rest of society. In Chicago....wow! Many State employees also do very well compared to how everyone else is doing.

Also,
Illinois corporations have a 5% income tax and a 2.5% personal property tax....I have never heard of a 2.5% personal property tax. The state does not have a personal property tax. Counties may have more or less than that.
I am reading what you wrote. I have no way to tell what you really meant. I am not arguing with the premise of your statement, just the accuracy of your "facts".

Does the constitution say that if you polute ground water, you will be fined or even jailed? No.
Does the constitution say that we will have regulations preventing disk jockies from saying the F word all the time on the air? No.
Do we as Americans end up KEEPING more money than people in most countries MAKE? Yes.
If the company I work for closes, is there a safety net in place so that I don't have to sell all my stuff? Yes. Or if the company I work for has defective equipment that injures me, is that company going to have to get it fixed before it hurts someone else? Yes.
Is there a lot of wasteful spending of our taxes? Absolutely. Does the goverment spend money on things I think should not be government supported? Of course.
I guess what I am saying is that you take the good with the bad when it comes to living in the USA. Are there a lot of regulations that are silly and even crazy? Yes. And we need to do something about the crazy regulations and the wasteful spending. But I certainly wouldn't line up with the Tea Party and say that we shouldn't spend money that isn't required by the constitution. I am willing to pay for the things in this country that make this country the envy of people in other countries.
Do I think there is wasteful spending that raises our taxes? Yes.
Do I think we should throw the baby out with the bathwater? No. Somewhere in between there is a pretty good happy medium.

I hate to see them waste my tax money on some of the people they waste it on. Mainly, inept employees who if not for their county or city job would have to be on welfare. They don't provide a function, they just draw a check.

County judges, city mayors, and school superintendents are the absolute most lazy people on earth.

The idiotic thing is sending the money to DC where 30 or 40% of it is pissed away with nothing useful accomplished before it makes it's way out of DC again!
