Texting while driving ban just around the corner On Thursday, state law bans all digital messaging Wednesday, March 07, 2012 By Jon Schmitz, Pittsburgh Post-Gazette If someone challenged you to drive with your eyes shut at 55 mph on the Parkway East for a distance greater than the length of a football field, you'd probably think that was crazy. According to one study, sending a text message at that speed is nearly as dangerous. Researchers at the Virginia Tech Transportation Institute determined that sending a text causes a typical driver to look away from the road for 4.6 seconds in every 6-second interval. In 4.6 seconds, a car going 55 mph travels nearly 125 yards. Come Thursday in Pennsylvania, text messaging while driving won't just be crazy -- it will be illegal. At 12:01 a.m., the anti-texting law signed four months ago by Gov. Tom Corbett goes into effect. It allows police to pull drivers over and cite them for texting even if no other infraction is committed. PG VIDEO The fine is $50, but with court costs and other add-ons, the bill will grow to about $136, said Trooper Robin Mungo, a state police spokeswoman. No points will be assessed against licenses. The law prohibits drivers from sending, reading or writing a text message "while the vehicle is in motion." The law covers texting using a phone, personal digital assistant, smartphone, portable or mobile computer or similar devices. The ban includes instant messaging, email and other written communication. Dialing a phone, talking on a phone and pressing the button to end a call is still OK. Also OK are on-board voice-command systems that allow drivers to hear text messages and send audio replies. While state police do not plan a special enforcement program, they will cite motorists from day one if they see them texting, Trooper Mungo said. "I think the public has had enough information that this was coming. They have enough notice." Pennsylvania is the 35th state to ban texting while driving. Its success will depend on the degree of enforcement and education, said Barbara Harsha, executive director of the Governors Highway Safety Association in Washington, D.C. "It's not a silver bullet. It's one piece of the puzzle with respect to distracted driving." Ms. Harsha urged employers to impose their own texting-while-driving bans, saying those can be more effective because they bring closer scrutiny and carry the threat of a job loss or other disciplinary action. The association also supports technology that blocks texting while a car is in motion. "At this point, I think most states [with a texting ban] are not vigorously enforcing it," she said. "Texting is hard to observe because people tend to do that below the sightline of an officer looking into a vehicle." Trooper Mungo disagreed, saying it's easy to spot a texting driver. "You probably see it in your everyday travel," she said. Driving in her personal vehicle recently, she was almost hit by a woman who was looking down and swerving while going 45 mph on one of the parkways. "You don't have to be an expert to figure out that someone is texting," she said. State police Commissioner Frank Noonan said troopers "will attempt to use observations of the driver while the vehicle is in motion to determine if traffic stops are warranted. An example might be the motorist [who] continues to manipulate the device over an extended distance with no apparent voice communication." "Ultimately, we hope that our enforcement efforts will create voluntary compliance by the majority of motorists," he said. Marcel Just, director of the Center for Cognitive Brain Imaging at Carnegie Mellon University, who has done extensive research on distracted driving, called the new law "a step in the right direction." His research has concluded that listening to someone on the other end of the phone reduces the brain activity associated with driving by more than one-third. It has also shown that hands-free devices don't eliminate the danger of distraction, and he has spoken in support of a nationwide ban on cell phone use while driving. "Texting while driving is so egregiously wrong that it's noncontroversial to ban it. It's so obviously incredibly risky," he said. "Having this law maybe reinforces the very large downside of texting while driving." Two states that are vigorously enforcing their texting bans are New York and California, Ms. Harsha said. Both states are among the nine that also have banned talking on handheld phones while driving, and both issue far more citations for that than for texting. New York Gov. Andrew M. Cuomo said police issued 111,262 citations for using handheld phones and 7,495 for texting while driving from July 12, when a tougher state law took effect, to Feb. 7. In California, which enacted a texting ban in 2009, citations increased from 2,845 in the first year to 7,924 in 2010. The state issued 361,210 citations for handheld phone use in 2010. One side effect of Pennsylvania's new law is that it pre-empts local ordinances, effectively canceling bans on handheld cell phone use by drivers in Philadelphia, Harrisburg and Erie. State Sen. Jim Ferlo, D-Highland Park, called for a more stringent law than the one taking effect Thursday. "Similar to when the seat belt law was first imposed, it will take a great deal of time and effort on the part of PennDOT and local and state police to get drivers to put away their cell phones and focus on the road first," he said. "Apart from the potential legal penalties, I hope more people heed how dangerous and irresponsible it is to text while driving. I'm going to continue to work toward getting all mobile phone use, excluding hands-free technology, off of the roads." well the thrashing has begun. car is going to be about 60-70 lbs lighter. slightly bigger cam in a fresh motor, and the carb is on its way back from ruperts. would love to see some 9.40s out of her this year, but as long as she is consistant , comes up off the sle every time clean, and the pick up stays on the oil pump, ill be one happy person. | |||
