HAVANA – The forbidden fruit of American travel is once again within reach. New rules issued by the Obama administration will allow Americans wide access to communist-led Cuba, already a mecca for tourists from other nations.

Within months or even weeks, thousands of people from Seattle to Sarasota could be shaking their hips in tropical nightclubs and sampling the famous stogies, without having to sneak in through a third country and risk the Treasury Department's wrath.

"This is travel to Cuba for literally any American," said Tom Popper, director of Insight Cuba, which took thousands of Americans to Cuba before such programs were put into a deep freeze seven years ago.

But it won't all be a day at the beach or a night at the bar. U.S. visitors may find themselves tramping through sweltering farms or attending history lectures to justify the trips, which are meant, under U.S. policy, to bring regular Cubans and Americans together.

So-called people-to-people contacts were approved in 1999 under the Clinton administration, but disappeared in 2004 as the Bush administration clamped down what many saw as thinly veiled attempts to evade a ban on tourism that is part of the 49-year-old U.S. embargo.

Employment growth brakes sharply in May

WASHINGTON (Reuters) - Employment rose far less than expected in May to record its weakest reading since September, while the jobless rate rose to 9.1 percent as high energy prices and the effects of Japan's earthquake bogged down the economy.

Nonfarm payrolls increased 54,000 last month, the Labor Department said on Friday, with private employment rising 83,000, the least amount since June. Government payrolls dropped 29,000.

Economists polled by Reuters had expected payrolls to rise 150,000 and private hiring to increase 175,000 in May. The government revised employment figures for March and April to show 39,000 fewer jobs created than previously estimated.

Report documents dramatic shift in immigrant workforce’s skill level

Highly skilled temporary and permanent immigrants in the United States now outnumber lower-skilled ones, marking a dramatic shift in the foreign-born workforce that could have profound political and economic implications in the national debate over immigration.

This shift in America’s immigration population, based on census data, is summarized in a report released Thursday by the Brookings Institution. It found that 30 percent of the country’s working-age immigrants, regardless of legal status, have at least a bachelor’s degree, while 28 percent lack a high school diploma.

The shift had been in the works for the past three decades, a period that has seen a dramatic increase in the population born outside the United States. But in 2007 the percentage of highly skilled workers overtook that of lower-skilled workers.

Washington metropolitan area is one of the top magnets for educated immigrants

The "do nothing Congress" is living up to its name.

Since the newbies have taken over as majority, they seem to only pass 16 bills.


They are being dubbed as the worst "do nothing Congress" since 1948.

And so the legislative trickle has slowed to a drip. From January until the end of May, the last date for which comparable statistics are available, 16 bills had become law — compared with 50 during that period last year, or 28 in 2007, also a time of divided government.

The Senate has taken 84 "yea and nay" votes and the House 112, roughly half the number as in 2007. The Senate by the end of May had confirmed just over half the administration's nominees; recent congresses typically have been near the end of the list by this point.

The bills that have passed this year largely have been extensions of expiring laws. Also on this year's list was a must-pass deal to keep the government from shutting down, which essentially was a piece of unfinished business from the previous Congress.

Then there were three laws naming public buildings, a resolution appointing a member of the Smithsonian Institution and one extending the life of the Ronald Reagan Centennial Commission.

U.S. and Mexico Sign Trucking Agreement

MEXICO CITY (AP) — U.S. and Mexican officials signed an agreement Wednesday allowing each country's trucks to traverse the other's highways, implementing a key provision of the North American Free Trade Agreement after nearly two decades of bickering.

Transportation secretaries Ray LaHood and Dionisio Perez-Jacome signed the three-year memorandum, which is based on an agreement announced in March by Presidents Barack Obama and Felipe Calderon.

NAFTA, signed in 1994, had called for Mexican trucks to have unrestricted access to highways in border states by 1995 and full access to all U.S. highways by January 2000. Canadian trucks have no limits on where they can go.

But until now, Mexican trucks have seldom been allowed ****her than a buffer zone on the U.S. side of the border. In retaliation, Mexico had imposed higher tariffs on dozens of U.S. products.

The Mexican government has now agreed to suspend those tariffs as long as the agreement is in place.
