1: When I weld tanks I set them outside and run a garden hose in it for a while. The other tried and true but spooky method is to let it air out for a while and then wave your propane torch at the entrance. It might or might not go POOF. Either way it's good to go weld. 2: Not fond of the metal screw idea. On something like .060 wall use a fine thread tap. Loctite the bolt or even better a stud. 3: If your intent is to use this as a breather port you will need to modify a AN Union for the filter to clamp to and also fit the piece you buy (not AN?) or make. That bolt on piece is reasonably simple. It's something I could CNC. It won't be production priced but you can get it any way you want.
