I would build a decent 406 or a 434 and run a mild cam with 1.5 rockers. Get a cam that would work with 1.7?rockers if (when) you need (want) more.
A good 406 like that would last for many years and you could step on it more when time comes.

I'm surprised that Larry Woodfin hasn't chimed in. He's a small block guy.
