Same deal with Cage Certs based on MPH. 135 MPH means you need a cert, but 6.49 needs cert if you only go 1/8 mile so they can get their money. Why is the cage only good for 100 mph in the 1/8 when its ok for up to 134 in 1/4?
BUT, if you're driving a Tesla going 8.90's - 9.0's at 150 MPH, you only have to wear a helmet.
