Sorry, I have never tried with just the restrictor plate. I did use a plate and shift at .100 and hang 20lbs on the front to run 6.0 index. That's the least I have ever tried to kill. I believe I had a 1.200" hole plate in it then. That was May of 2021 2300'-3600' of air. It slowed to 5.95 and I raced it there.
I know some on here have used just the plates. I believe Ed used to slow his .500 just using plates so he was above 10.00 but not positive on that.

I used a mechanically adjustable restricter plate, to slow to 9.0x in the 1/4, the class ET cutoff.

To find a sb that'll run with my Nova around the same weight, I look at the COPO Camaro's with the big cubic inch LS sb's.
They can't even run with my Nova, really. I'd rip it on a COPO Camaro off a .370 or .400 Pro Tree heads up.
