It is flooding.
Intake air temp sensor? Open circuit on that is -40 degrees, that will flood one out.
Low fuel pressure.

Also, if you have a coil wire, pull it out enough to create an air gap, or if it's old school HEI, lift all the plug wires up off the cap to create an air gap. That will increase the secondary voltage enough to fire fouled plugs.

If you depress the accelerator to the floor while cranking, it cuts the fuel to 20%, "clear flood" mode.
See if that fires it up.

The small distributor TBI models are notorious for cap / rotor failure, and oil invasion into the distributor.

Verify you have spark enough from the coil to jump a big gap.

Watch the injector spray pattern while cranking.

If the coil is mounted on side of intake saw lost of problems with the primary wiring to coils getting chased and turning green reducing voltage also tbi base gaskets getting sucked in causing huge vacuum leaks

Ideally get someone with scanner to look at data or get multi meter and start checking voltages at sensors if need be

If you pull the distance cap and find a bunch of corrosion in it make sure the small screen is clear

Base of distributor has a small screen, it's common for it to clog with corrosion.

Not sure, I've had it since Christ was a Corporal.
Could be Lisle, or Matco / Mac / Snap-On.

I found this probable Chinese deal on Amazon....
