Outside pipe diam to find out inside diam

Ok so I am 1700 miles away from a car im looking to buy. Seller says outside diam of collector is roughly 12.5, So I would assume this is a 4 inch collector?

And Outside Diam on exhaust tubes are roughly 7 inches, so what size would the tube be?

If you mean the circumference then probably 2 1/4" would be my guess.

He used a tape measure around the pipe, correct?
That is circumference.
Google circumferential to diameter to find a calculator.

Assume 12.5 is circumference.
12.5/pi = 3.98

4" diameter

7/pi = 2.23" so 2 1/4"

Thanks for the help, just trying to figure out what size Collector Tether to order. Without the car here kinda tuff, but I need them here for when it gets here so I call roll out to a race.
