Speed cutoff is determined by the speed rating of the as delivered O.E. tires.
I don't know what kind of scanner, tuner, or ECU modification will do it, if any?

And drive shaft speed limitations. Only difference between some of the Mustangs is the driveshaft; same tires. One has a speed limiter of 122, the other 145.

ForScan can do it, but it only works on Ford. Sucks for the GM and Ram and Dodge guys...gotta use a tuner of some sort on those.

6 or 8 speed trans and year? THe answer is yes, but if its an 8 speed, you will need to pull the tcm out of the car, send to hp to have unlocked, then have sent back.

I heard about this tool, like HP Tuners, that can be utilized. These devices allow for modifications to the vehicle's ECU settings, including the speed governor. However, it's crucial to ensure that any changes made are within the safe operating parameters of your vehicle's components.

ah yes the notorious 9t transmission. That can be tuned, but like the 8/10 the tcm has to be unlocked. Yes that transmission is great, once tuned. Ive been waiting on a tcm for my wifes car with that transmission, so i can tune it. But to keep it from shuddering, i have been putting castrol transynd fluid in those, and it takes care of most shudders and cools the trans down some.

GM's only limit is the rating of the tire.

no shudder here the issue is that once it downshifts it go back to 9th.it will go back with paddle and stay but next downshift stuck in 8th agagain.wil warranty be voided with tune

IF they think it caused the issue, than yes. All the local GM dealerships around me knows of my trans tuning, and sends me there used car/trucks to repair transmissions on, and allows me to tune them. And the tuned vehicles also sell faster.

How many miles are on your 9 speed? Has the transmission been serviced? If you plan on doing it yourself, the ONLY KEY FACTOR is to set the trans fluild level between 95-105 degrees. When we service them, we dont hook them up to a machine, we drain and refill 2-3 times with a generic dextron vi fluid, then put transynd in it. I promise you it will fix more than you realize. If you have a scan tool, than you will want to clear shift adapts as well during that time. Being honest, a bad shift adapt could be causing this.
