Not sure why it wouldn't be for a bracket car. If it mounted safely.
You will won't to use a remounted pump as they are better and pushing then drawing.

CURTIS REEDMy radiator is in the trunk of my '27 roadster. I can't answer your question of legality for certain but I have never had anyone question it.
I do use a regular block mount Meziere pump and I'm sure that 1leg is correct about a remote pump because he has probably forgotten more about water systems than I'll ever know but it has worked great for me. Probably because part of my radiator is above pump level though. I can tell you with no reservations that getting the air out can be a pain.

B.C.MalibuI use a Dedenbear pump presently and have a small rad sirocoo style rad up front.
Good for alky prob small for gas.
