Update...sort of....okay 1320 I drained liquid from gauge..I ordered 2 more dry gauges!
Today I blocked everything. Nothing but a #8 line from pump to a block with now my drained gauge. Turned pump on and reads around 6 psi, needle shaking. Should read max pump pressure??
Anyhow...also ordered a new and different brand fuel pump...hopefully be here tomorrow.

needle shaking is air in the line. Crack the fitting loose at the gauge

Is the 12.5V you are reading with the pump running and under a load? This is really the only way to confirm the circut is good. You should also check the ground side as well and look for close to zero volts on the ground side with the pump running. If You have an elevated ground that would tell you if you have a bad ground connection. I know these things are unlikely but worth eliminating.

Conclusion to the story....it is a bad fuel pump. Installed another brand pump tonight. Fuel pressure between 7-8 I can adjust it up and down as I should. Dry or liquid gauge read same thing. I think pro systems has a bad batch of pumps. I'll call Patrick tomorrow with my results.

If it seems that bracket racing has gotten too expensive for you, maybe you are just doing it wrong.

3 bad pumps? I ain't buying it. Further, dry vs. liquid filled gauge never read the same.

Patrick at pro systems said send it back for a refund...buy another brand pump...he's had a few give people problems. I liked his pump, the first one did good for 3 years. But ok I'll try the other brand....

Why not? It fixed your problem, right?
And it worked out well for you. Doesn't really matter that someone else "ain't buying it" does it? You're right and he's wrong.
You went after the problem, found the issue, and fixed it. Gauges read the same (of course) and pressure is up and adjustable now.

Most all good high quality gauges are liquid filled except of course for new digital type.

Main purpose of the liquid is to dampen normal vibrations and make it easier to read.

Gauges can go bad but doubt that is problem here.

I will have to somewhat agree with Ed on the liquid filled fuel pressure gauges. From my own experience, a liquid filled gauge that is completely filled with glycerin and has no way to vent a pressure build up inside the glycerin filled space, will cause a fuel pressure gauge to read incorrectly. I ended up removing some of the glycerin in my gauge and making sure it was vented to atmosphere to prevent pressure build up. After that, my gauge would show stable readings no matter what the outside temp was.

I do prefer the liquid filled fuel pressure gauge just because it does dampen the needle movement from all the vibration of the car.

I have had nothing but problems out of liquid filled gauges. When the temp or barometer changed, so did the pressure. Hard to trust them when they are constantly changing day to night.

I have an Autometer non-liquid filled fuel pressure gauge on my Nova, it does not bounce or vibrate.

I run a belt driven pump and use a poppet valve, no regulator.

To the op, if I got 2 bad pumps, i surely wouldn't put a 3rd on the car. I would be getting a different brand from somewhere else. Obviously there is a quality control issue, time to move on before it costs you a race.
