Today's question is two parts:

[B] What was the basic idea?

Curly1If I remember right it was more that worst redlight. I think it also had to do with worst breakout. I think it was basically who ever got closest to the dial with best package. And yes I think it was Steve Taylor who was pushing for it so I guess he proposed it.

-a type of Cognitive bias where people with little expertise or ability assume they have superior expertise or ability. This overestimation occurs as a result of the fact that they do not have enough knowledge to know they don't have enough knowledge.
Before you argue with someone ask yourself, "Is this person mentally mature enough to grasp the concept of a different perspective?" If not there is no point to argue.

Larry WoodfinSteve Taylor is correct. But the basic principle is not yet answered.

Mark CmarMaking it more fair by using the amount of red light or green light with amount of breakout or over the dial as a best package

Larry WoodfinMark is on the right track. The concept was "running for package."
A .005 red and a .005 green were the same light. A .005 under was the same as a .005 over. Thus, smallest package wins.
The idea was the subject of much debate and many, many pages of post. Steve promoted the idea up until his untimely death.
