The emission systems are beyond comprehension

Changes every year. Sensor upon Sensor. Sensors controlling Sensors upon Sensors.

I attended a C.A.R.B. meeting in El Monte, California when I worked for TRW Replacement Parts Division. I learned that they (CARB) could be bribed. CARB allowed, and even encouraged, Japanese Auto Engine traders, like Wantanabi, Sun and others to bring in to the United States Japanese take out engines that no longer complied with their mileage requirements.

In Japan the Government mandated that engines had to be removed at 50,000 mile. Those engines were then boxed up and shipped to the US to be installed in American vehicles, none of them, not even one complied with emission controlled requirements. American Engine Re-manufacturers could not compete in that growing segment of the business.

Their "junk" became our primary source of cheap replacement engines.

CARB was bought off, Foreign money destroyed California Engine Remanufacturing businesses. The Japanese Engine Parts segment absolutely died in California and with it many Engine Rebuilding Companies as well.

Don't try to give me the crap that CARB was representing the welfare of the Public, they were representing their pockets. Greed prevailed.

ps: That film on CBS was taken at Imperial Beach, California. Billion of dollars spent, decades of money wasted to clean up the Tijuana Slew has resulted in ZERO reduction. The second largest City on the entire West Coast, (Tijuana, Baja California) still dump their toilets onto California beaches.

Bob, when opacity testing was in its first stages municipalities were tried first. College of Alemeda had a one month course for us to get on board. My questions fell on deaf ears.
