I've got an ARC switch panel that I want to use. It requires flag style terminals to connect to the board. I have found the terminals but what do I need to be able to properly crimp them? Doesn't look like a standard crimp tool will work. I have an S&G ratcheting crimper also but I don't think that will work.

They will crack the plastic insulation on the cheap connectors but will not break through the good nylon ones and will give you a crimp you can't pull apart.
If you can find the 3M heat shrink connectors in the styles you need even better yet.

I've got plenty of both of those style crimpers. I can see how the ones Curtis posted will work on the 18-22 ga size. Don't see how the others would work without ruining the connector as the cutter would be right on the connector.
