The Democrat Chula Vista City Attorney Candidate Simon Silva is leading the Republican Candidate by 149 votes.
One small problem is he died in September
and many Voters were never informed. Since neither Candidate can not accrue more than 50% of the vote the City is forced to hold a run-off election in December costing the City between one and two million dollars.
Campaign posters in Chula Vista urged Citizens to vote for "The Dead Guy".....they did......thus forcing an expensive run-off election.
